The Central Committee congratulated the LDF government in Kerala for the eradication of extreme poverty within the state. This success is a testament to the efficacy of the Kerala development model, which is based on progressive politics, decentralised governance and a rights-based approach. Kerala’s success was achieved despite a relentless fiscal war waged by the Union government, which has systematically starved opposition-ruled states of funds. This makes the achievement even more significant, as it showcases the political will and commitment of a Left government to achieve superior welfare outcomes, despite the constraints.
The Central Committee lauded the LDF government, which has clearly stated that it is not going to notify the Labour Codes as stipulated by the BJP-led Union government, once again showcasing its pro-worker face.
The Central Committee expressed its confidence that the people of Kerala will vote for the LDF once again in the upcoming assembly elections for a historic third consecutive term.
Assembly Elections: The CC reviewed the preparations of the Party for the assembly elections that are due shortly in five states – Kerala, West Bengal, Tamilnadu, Assam and Puducherry.
In Kerala, the Party will work for the re-election of the LDF government, campaigning on its achievements. It will expose the BJP-led Union government’s denial of rightful dues to Kerala, the fiscal constraints imposed and the overall attack on federalism. The Party will also expose the failure of the Congress to effectively counter this attack on federalism, as the largest opposition party in the Parliament. The Congress, especially in Kerala, was found wanting in the fight against communal RSS-BJP, ideologically and this will also be exposed before the people.
In Bengal, the Party will work for the defeat of both the TMC and the BJP, which are trying to polarise the society. We will try to rally all the forces that are ready to work against them.
In Tamilnadu, the Party will contest along with the DMK and its allies to defeat the BJP and its allies.
In Assam, the Party will work for the mobilisation of all the anti-BJP parties and forces and defeat the rabidly communal and divisive BJP government.
In Puducherry, the Party will work for the defeat of the BJP alliance government.
Anti-people Policies of the BJP-led Union Government: The BJP-led Union Government used the winter session of Parliament to push through several key Bills detrimental to the people’s interests, without allowing a proper discussion. The four Labour Codes were notified; the MGNREGA was replaced by the GRAM-G; and the Seeds Bill and Electricity Amendment Bill are on the pipeline.
The Union Cabinet has passed a Bill in the winter session of the Parliament allowing 100 percent FDI in insurance and the entry of private and foreign corporations in nuclear power plants. Opening up a strategic and crucial sector like nuclear energy to private companies will be disastrous.
The BJP is deliberately weakening the functioning of Parliament and thereby refusing to subject the executive to legislative scrutiny, a vital component of parliamentary democracy. These actions undermine the democratic structure of the country and strengthen the authoritarian character.
The Special Intensive Revision (SIR) is a calculated political project by the BJP-RSS combine, operationalised through a pliant Election Commission of India (ECI). The Party will campaign extensively against the ECI’s attempt to usurp the right to determine citizenship and simultaneously ensure that no eligible voter is removed from the voter’s list. Similarly, we will be vigilant and ensure that bogus voters are not enrolled in the voters’ list through the connivance of the BJP and the EC machinery.
Attacks on Minorities, both Muslims and Christians are also on the rise. Hindutva communal outfits are responsible for these attacks. The inaction of the BJP governments is deliberate and intended to facilitate such attacks.
The CC condemned the increasing attacks on women, dalits and adivasis that are increasing, particularly in the states where the BJP is governing.
All these are part of the ongoing attempts of the RSS–BJP to dismantle the secular State and establish a Hindu Rashtra.
The CC unanimously adopted a special resolution demanding the immediate restoration of statehood for Jammu and Kashmir and restoration of all their democratic rights.
12th February General Strike: The CC extended its complete support to the 12th February General Strike call given by the Central Trade Unions against the notification of the implementation of four labour codes. The Party would actively support the call for General Strike given by the Central Trade Unions. On the day of the Strike, the Party cadre would be mobilised in support of the Trade Union actions.
Campaign against Scrapping of the Rural Employment Guarantee Act: The Party would undertake an intensive campaign against the destruction of the MGNREGA a universal, demand-driven law that provides a limited right to work, by enacting a new law. The campaign will start from 30 January (death anniversary of Mahatma Gandhi) and held for a week, till 5 February.
Against US Aggression on Venezuela: The CC condemned the United States’ unprecedented act of aggression against Venezuela. The Party will campaign extensively against the US aggression on Venezuela and organise huge protests by mobilising all the non-BJP parties.
Israeli Aggression on Palestine: The CC condemned the continuing Israeli Aggression on Palestine. The US has now announced the formation of the Board of Peace for Gaza. The proposed Board is not to rebuild Gaza, but only to exploit the destruction for profit. Notably, the Peace Plan remains vague on ending the occupation of Palestinian territories.
The Indian government’s foreign policy on both Venezuela and Palestine are a disgrace. This shows the compromise of India’s strategic autonomy, and how its policies are bound to the military and foreign policy dictates of US and its hegemonic project.
The CC expressed its opposition to the efforts of the Indian government to conclude a trade deal with the US and also the EU, which are going to destroy our agriculture, industry and lead to and wreak havoc in the lives of our people.
The Central Committee of the CPI(M) vowed to continue its resolute fight against the BJP and Hindutva communal forces, simultaneously working for the strengthening of the independent strength of the Party.
